Dmitry Fedotov

Dmitry is the Head of DLT Foundations at Abu Dhabi Global Market (ADGM).

During his tenure, ADGM introduced the world’s first regulatory framework purpose-built for blockchain foundations, decentralized autonomous organizations (DAOs), and other Web3 entities.

In 2024, under his leadership, ADGM introduced new regulations for decentralized governance models and asset tokenization, simplifying operations for blockchain organizations and enhancing transparency and investor protection.

This period also saw accelerated growth in Abu Dhabi’s digital asset ecosystem, with the addition of blockchain protocols and AI applications, further solidifying its reputation as a tech innovation hub.

Mr. Fedotov strengthened international partnerships with global regulators to harmonize standards, boosting ADGM’s recognition and confidence in the UAE’s digital asset sector. Notable names that have registered their DLT Foundations or operating entities within ADGM during 2024 include TON, Solana, KAIA, Chainlink, IOTA, and Neopin.

Additionally, he implemented an AI-powered pilot for real-time compliance monitoring, leveraging machine learning to enhance security oversight of blockchain infrastructures.
